Pacot Resolution on the Assassination of Haitian Journalist Brignol Lindor

The following is the Pacot (Port-au-Prince) Resolution on the assassination of Haitian journalist Brignol Lindor, last December 3. 

We, the delegates of the three institutions who organized the seminar about reports on human rights, the Academy for Training and Continued Education of Leaders (French acronym AFPEC), the Toussaint Louverture Center for Human Rights, Democracy, and Development (French acronym CTDH), the Lawyers Committee for the Respect of Individual Liberties (French acronym CARLI), on the one hand, and the participants in this seminar (journalists and members of human rights organizations), on the other hand, meeting in Pacot, Port-au-Prince, on December 13, 2001, and concerned about the fundamental right to life guaranteed, among others, by article 19 of the 1987 Constitution, article 3 of the Universal Declaration of Human Rights, article 6.1 of the International Convention on Civil and Political Rights, articles 4 et al. of the American Convention on Human Rights, articles 240 et al. of the Criminal Code of Haiti,

Considering that, on December 3, 2001, in Petit-Goave, in the community of Croix-Hilaire, citizen Brignol Lindor was cowardly assassinated,

Deeply outraged by that barbaric act which creates a feeling of revolt in the human consciousness and threatens the freedom of expression and opinion, so dear to the struggle of the Haitian people;

Considering that those responsible for this crime must be pursued, arrested, and punished according to the law;

Considering that no effort should be spared to achieve that goal;

1.- Reiterate our faith in the eventual establishment of democracy and respect of human rights in Haiti;

2.- Decide to create a committee called "Comité Brignol Lindor", responsible for starting, encouraging, or supporting any effort or initiative to bring to justice those responsible, intellectually as well as materially, for the assassination of Brignol Lindor;

3.- Ask the Brignol Lindor committee to use, to that end, any available resources or course of action at the national, regional, and international levels;

4.- Invite other groups of the Haitian society (doctors, farmers, lawyers, workers, business men and women, union members, teachers at all levels, artists, high school and university students, as well as all the professional categories) to join journalists and human rights advocates in expressing their determination to live in a free, modern, and democratic society;

5.- Decide to remain involved in this matter until justice is served.
