Yes, they would no doubt have preferred that Uncle Sam oust Cédras &
company with a twitch of his eyebrow instead of the invasion. And that the
wheels of justice be allowed to turn.

Well yes, but the game plan was rewritten with the return of Michael
Manley. If a country is weak enough and the government's choices
sufficiently restricted, we can tolerate even a Manley or a Lavalas. A
touch of democracy is the frosting on the cake.
