In answer to Paul Miller's questions, I think it's pretty clear:

1. What is it we (i.e., the US govt.) like about a leader that gives
   them favored status?
   Answer: Anti-socialist who suppresses dissent.
2. What common factors grant an unfavorable status?
   Answer: Socialist who allows dissent.
3. What can change a leader's status?
   Answer: If favored, toy with socialism. If not favored, die.

A lot of things about the history of Aristide's administrations make
a lot more sense in view of these simple, sickening, and increasingly
obvious truths.
