2. President Jean-Bertrand Aristide is leaving Port-au-Prince this morning
for Madrid, Spain, where he will participate in a summit of the EU and
Africa, Caribbean, and Pacific (ACP) countries. According to Communication
Minister Mario Dupuy, the Haitian Government is hoping that the EU will be
flexible. (3 min)
3. Romney Cajuste reports on the statement made by President Aristide before
leaving the airport for Spain this morning on disarmament and an end to
violence. (3 min)
4. The executive branch has convened the parliament in special session. The
executive has submitted a list of bills that the Senate and Chamber of
Deputies will have to work on, starting today. (3 min)
6. The joint OAS/CARICOM (Caribbean Community) mission that is led by OAS
Assistant Secretary General Luigi Einaudi and CARICOM leader Julian Hunt are
pursuing their consultations. The delegation met yesterday with the minister
in charge of the negotiations, Marc L. Bazin, who underscored the necessity
for the various political players to do all they can to facilitate the
resumption of the talks. Bazin supports the idea that the solution should
come from the Haitians themselves. (2 min)
7. Luigi Einaudi and Julian Hunt said that they are satisfied with the
meetings they had so far with the representatives of the different sectors
of the country. They said that they are confident that the parties will go
beyond their self-interest to put an end to the political impasse. (1 min)
8. The OAS has set up an advisory board to review reparations for the 17
December events. The compensation issue is appreciated by the current
government and the Haitian opposition. Communication Minister Mario Dupuy
said, "It is a commission that coincides with the desire of the government
of the Republic and the head of state in particular. Since President
Aristide had already taken decisions and action in this sense, so there is
no reason why the government of the Republic would not support the results
of the commission." (3 min)
9. Survivors of the shipwreck in the Bahamian sea were repatriated
yesterday. The 73 boat people said that their boat was overloaded and
affirmed that they left the country because of the economic and political
situation. They say that since they have nothing to do in Haiti they will
leave again whenever they can get on a boat. (3 min)
10. Lovinsky Pierre Antoine, who is in charge of the National Migration
Office (ONM), attributes the tragedy to the economic sanctions that are
imposed on the country. He pleads in favour of development projects
throughout the country to keep the people from risking their lives at sea.
He announces that an awareness programme will be set up to warn people about
the risks they are taking. (1 min)
11. A member of the National Coalition for Haitian Rights (NCHR), Yolene
Gilles, was also on hand for the repatriation of the boat people. She said
that the Haitian Government should assume its responsibility. She urges the
political leaders to forget about self-interest in order to stop the people
from suffering the consequences of their actions or lack thereof. (1 min)
16. Special Guest of the Day: Gerard Pierre-Charles on Aristide's attitude
towards the violence that is taking place in the shantytowns of
Port-au-Prince and some provinces. Pierre-Charles said that it is obvious
that the people have started to revolt against Aristide, who they thought
was their source of salvation. Regarding Aristide's proposal for the
resolution of the crisis before 18 May, Pierre-Charles called it demagogy.

17. President Jean-Bertrand Aristide left Port-au-Prince this morning for
Madrid where he will participate in a summit of the EU and the Caribbean
countries. Before leaving the airport, the president expressed his desire
for peace to return to the shantytowns of the country. (4 min)
