Here is another account from Haitian radio with a little more meat to it.
Radio Metropole, October 3, 2000.
    "Things were off to a good start: Teleco pickup trucks, Diyite and
Service Plus buses early on Monday, 2 October, transported supporters and
distributed pictures of J-B A. Everyone was going to the meeting place in
Delmas in front of the CEP headquarters.  There they danced gaily. Two
musical floats were on hand in addition to the numerous people's
organizations, which had completed every detail for the Carnival atmosphere.
    Suddenly a wave of panic swept through  the throng. Communal police
chief Jacky Nau, in an effort to re-establish order, tried to disarm Ronald
Cadavre, who was circulating through the crowd with a firearm. Mr. Cadavre's
friends became angry and thrust tires on the police chief, who was saved by
his body guards. Nevertheless, demonstrators broke the windows of the police
chief's all-terrain vehicle."

Ronald Cadavre (nee Camille) became expendable rather than untouchable and
was arrested when he was in the crowd waiting for Aristide to return from an
OAS meeting in Mexico earlier this year.
Jacky Nau, as far as I know is still the Delmas police commissioner, but
that may not be correct.
