SCOPE OF WORK

Title:		Program Officer for Haiti and other Americas Program Initiatives

Reports to:  	Director of the Americas

Language:	French fluency in reading, speaking and writing; Creole and Spanish a plus

Requirements:

"	Experience in managing and implementing rule of law, civil society and public outreach programs in Latin American and the Caribbean
"	Ability to manage multiple sub-grants
"	Ability to represent IFES at the highest professional and governmental levels
"	Position will require occasional travel to the region
"	Proficiency in Microsoft programs and aptitude in learning new applications

Haiti tasks include:

"	Write quarterly reports, website information, correspondence and other updates on Haiti program activities;
"	Manage field office personnel, including Program Manager;
"	Manage financial expenditures for Haiti program both in the home office and the field office;
"	Recruit consultants as needed by field office activities;
"	Review and approve/disapprove equipment procurement requests over $500 and sub-grants from the field;
"	Develop, amend and review program activities according to 2002 Haiti Work Plan;
"	Liaise with USAID and US Embassy in Port-au-Prince and Washington, other international organizations and donor agencies, and US and Haitian civil society organizations on Haiti program activities;
"	Periodic travel to Haiti to evaluate program progress and success necessary.

Other Americas Program Initiatives tasks include:

"	Seek parallels between Haiti program and other IFES programs;
"	Develop concept papers for various audiences on elections, civil society and rule of law programs for Haiti and other countries; and
"	Back stop other programs within the Americas division.
