This gentlemen seemed to have represented the issue at a 2001 conference.

The Haitian government newspaper, L'Union recently carried an article on the
copyright office.

I'll look into this subject further and get back to the list.  As Jean Jean
Pierre points out it is an important issue and is worth looking into what the
current status is.
