From: Olivier Nadal <o_nadal@bellsouth.net>

In October 4th ,2002, The National Coalition for Haitian Rights (NCHR), a
human rights organization wrote an article whose title was " The Violence
Continues:1991-2002" to commemorate the eleventh anniversary of the Coup
d'Etat on September 30,1991.
In this article ,NCHR,wrote in their first paragraph:

"NCHR reflects on the negative impact of this date on the struggle for
change and the estasblisment of democracy in Haiti"

While NCHR and all the friends of Haiti have the right to commemorate this
anniversary, I think it gives me a good opportunity to ask NCHR to tell the
truth , to be fair and keep a certain objectivity while writing about
political violence in 1991.For history,NCHR should know that the violence
came first from Lavalas and Aristide. NCHR knows better than that.
In 1991,Haiti was under Aristide's Terror, It was under Aristide's rule
that many political crimes were committed and it because of this seven
months of state sponsored terrorism and political violence that there was a
coup against Aristide .
I do not want to defend the army ,but I think that today to prevent more
deaths ,it is time to tell the truth.
I would like to know under what kind of democracy the haitian population was
living at that time?
The political violence that haitians are experiencing today is the same
that they were experiencing during the seven months of Aristide in power. The
first mandate of Aristide until he was sent into exile, was Hell like it is
Hell today with him again in Haiti.

In the second paragraph, NCHR wrote:"On September 30,1991, forces hostile
towards the wind of change, overthrew him and sent into exile then-president
JBA,and proceeded to establish a reign of terror accross Haiti that lasted
for three years".
The army rebelled itself against a tyrannic regime.I can concede that there
was no democracy under the military as well. But let me tell you there was no
Democracy under Aristide in 1991 and there is no Democracy today in
2002.Forget about Democracy.Democracy is dead.We will never have peace
,political stability and economic development as long as he is in power.

My question to NCHR is: What Change do we have today in 2002 in Haiti after
the so-called return of Democracy in 1994?

All the haitians that are asking Aristide to take his responsabilities to
restore peace and democracy and ask questions about the way he is ruling
Haiti, are threatened to death, arrested tortured and killed or for the most
lucky exiled.
Not a word from NCHR of Aristide crimes and Lavalas crimes between January
and September 1991, and there are many ,all documented.

Well today, under Aristide number 2, eleven years later , Nothing has
Changed. It is the same BS.

In the third paragraph ,NCHR writes:"the criminals of the coup continue to
roam the streets".
Why don't you come with names and proofs of their crimes ,it should be easy
for you to find information .I would also like to ask you the names of all
the victims of the coup with their addresses and the photocopy of their
death certificates.I am sure that you have all those informations.

In the fourth paragraph: NCHR writes:"NCHR is indignant at the reality that
yesterday's victims have become today's perpetrators".
Who are those today's perpetrators? What are their names? For who they are
working for?Why the haitian press and all the haitian democrats are under
attack today for standing up for their rights?
Many questions that I would like NCHR to answer with objectivity.
Also,in this paragraph, FRAPH have been mentioned twice on capital
letters. Not a word about the Lavalas sponsorship of state terrorism and
political violence between 1994 and 2002.Not a word about ARISTIDE CHIME
TERRORIST GANGS.

In the fifth paragraph,NCHR writes:"NCHR strongly disapproves of these new
attempts on the part of the government to destabilize and silence the
cooperative-victims movement,as witnessed in the arbitrary arrest of the
spokesman of the Coordination National des Societaires
Victimes(CONASOVIC),Mr.Rosemond Jean.
What is the name of the government? What is the name of the chief of this
government?

In the seventh paragraph,NCHR writes :"Additionally, the sacrifices of the
Haitian people and international community to reestablish constitutional
order have not created the stable and secure environment that was hoped
for-an environment that is a necessary for the socio-economic development
of the country"

NCHR should know that Haiti Constitutional Order has been broken again
since the dissolution of the Parliament in Januanry 2000 by former
president Preval and the organization of the fraudulent legislative and
presidential elections respectively in May and November 2000.
Why NCHR does not condemn this new breaking of our Constitutional Order?

In the eighth paragraph, NCHR vehemently condemns the new wave of threats
against the independent press.
It is not enough.NCHR has to be more vocal against the predators of the
press and particularly Jean Bertrand Aristide who said publicly on
September 30 at Croix des Bouquets(Port-au-Prince neigborhood),that
independent press in Haiti is his ennemy.

In the ninth paragraph, NCHR writes:"The new threats against the independent
press are coming from the head of the state, following a partisan meeting at
the former ranch of dictator Jean Claude DUVALIER.During this
meeting, members of the independent press were labeled enemies to be
defeated, enemies compareable to those who orchestrated the military coup in
1991.
In this paragraph, definitely NCHR goes to far. This is blatant propaganda.
My questions are: What is the name of the head of state today in Haiti?
Why his name is not written also in Capital
letters?
Why do you have to name Jean Claude Duvalier ?
Why Duvalier's name is written in Capital
letters?

In conclusion,NCHR invites the ruling power to acknowledge the degree of
deception against the majority of the Haitian people.
Again what is the name of the ruling party in power today in Haiti?

My conclusion is that it is quite disturbing to read this propaganda from
the National Coalition for Haitian Rights. This organization seems to have
played in the past a role in the struggle for the return of Democracy in
Haiti.I would advise NCHR to stay on the right track .Do not be afraid of
the Lavalas thugs and their chief Aristide.!
For those who do not know,Jean Claude Duvalier left Haiti 16 years ago and
the military 8 years ago.So ,who is responsible today?

It is time for NCHR to face the reality by telling the all truth about
the turning of Haiti into a tyranny and a narco-dictatorship, with the names
of all those responsible for this tragedy.
