Legally mr Neptune is not a prime minister due to the fact that he hat not
proved not having abandoned his Haitian citizenship. If he wants to work
within the boundary of the constitution he can just show that he is still a
permanent resident of the U.S. (which is proved by the green card). You can
be his friend and remain his friend but Mr Neptune has not made his case.
Maybe he is of those whose are for the annexion of Haiti to the U.S.A. So
even the prsident can be a US. citizen as many of the government are.
