13915: Charles wonders (fwd)

From: Philippe Charles <pcharles@us.ibm.com>

In 1994, the US sent 20,000 soldiers to Haiti to restore President
Aristide...
A week ago, we read in post #13787 that the US is about to send 20,000
M16 to the Dominican army to "seal the border with Haiti"...
Today, we read in post #13894:

Given the lack of a clear post-Aristide leader, some
U.S. officials wonder quietly whether Haiti should be
declared a ''failed state'' and be handed over to the
United Nations or the Organization of American States
    for temporary administration.

Will Haiti be an independent country in January 1, 2004?
