To my knowledge no one has actually paid the $100 visa fee.  I have
asked just about everyone coming in since mid October if they had to
pay and I've not heard anyone who has.  I was told the fees were to
start November 1st, 2002.  As far as I know, arrivals are not even
going into the "visa room" which was prepared for this reason.  I'd be
interested to know what is actually happening.
