A good start might be listing the author(s) and signatories to a document
that effectively constitutes a declaration of civil war.  They clearly seek
status as "belligerents" and official recognition for their form of imposed
government, i.e.- not democratically elected and installed through a
bloodless coup d'etat. There is also the explicit threat that these nameless
insurgents will back up this Machiavellian effort with violence after
President Aristide's "failure" to resign. This seems to be an attempt to put
a veneer of legality on what is essentially an unconstitutional call to
overthrow the democratically elected government of Haiti.

It's interesting to note that their interim junta is comprised of five
members, this was the number constituting the first Council of National
Government (CNG) after the fall of Duvalier in 1986.  The first CNG was
followed by successive military coups and bloody dictatorial regimes that
were responsible for the torture, imprisonment and death of countless
opponents.

It is time to say enough to those who cannot or are unwilling to learn from
the past. Haiti's infant democracy should be supported to make it to the
next peaceful transition through elections and universal suffrage. The only
alternative is a costly and bloody civil war between the poor majority of
Haitians who elected this government and those who seek its overthrow.  What
is at stake is nothing less then the hope and wellbeing of future
generations of the Haitian people.
