David Lee reiterates his attachment to OAS Reolsution 822 which advocates
the holding of legislative elections in order to resolve the crisis

Port-au-Prince, February 4, 2003 -(AHP)- David Lee, the head of the special
mission of the Organization of American States in Haiti, declared Tuesday
that he continues to support the organization's Resolution 822.

David Lee indicated that Resolution 822 represents the basis for all steps
designed to lead to the holding of early legislative and local elections
this year.

David Lee stressed the need for all sectors concerned with the establishment
of the Provisional Electoral Council to play their part effectively in order
to facilitate the holding of these elections.

"The international community remains favorable toward the holding of
elections in Haiti in 2003", declared Mr. Lee.

Emphasizing that important progress has been achieved with respect to the
implementation of this resolution, David Lee considered, however, that much
remains to be done in this regard.

"No one should cause his commitments with respect to the implementation of
Resolution 822 to depend upon the commitments of others", Mr. Lee declared,
adding that each has his role to play.

The leader of the special mission of the OAS also reminded those who would
like to hold power that they need to do so by means of the ballot box.

In David Lee's judgment, the calls reiterated by the Convergence for the
ousting of the constitutionally elected authorities are abnormal.

"Power is obtained through elections" he added one more time.
