Gentlemen, worrying about minimum wages, combatting inflation, and currency
exchange rates is like worrying about the arrangement of the deck chairs on
the Titanic.  What should be the utmost priority of the Haitian government is
acquiring capital in order to rebuild the country.  Raising revenue from
taxation and tariffs should be the number one priority.  There is a great
deal of money in the hands of a few people that never gets touched.  There is
a great deal of goods going into and out of the country that never get taxed
or if so, not enough taxed with some of it going into private pockets.
Fighting corruption by improving the police force and the courts and unifying
and implementing the revenue collection of the state should be the top
priorities.
