15212: Arthur comments on the Position of the Democratic Convergence (fwd)

As its leaders themselves point out, it is nearly three years since the
Democratic Convergence came into existence, and some of us have been waiting
to see what it has to offer apart from proposing the return of the Army. It
is then interesting to read the "Position of the Democratic Convergence" as
presented to the Inter-American Dialogue in mid-March.

The 'Position' could be summarised thus:
everything in Haiti is really bad;
there is no way that the Democratic Convergence is going to take part in
elections.

Oh yes, and there was one recommendation: inernational aid money should be
provided to address the miserable situation of the people.

That's some position, and obviously it is a great achievement on the part of
the authors. I marvel at the work that some great minds must have put into
this over the best part of three years. It must have been a Herculean effort
for them to draw up such a complex, ambitious and far-reaching plan in order
to try and get Haiti out of its mess. I say congratulations to the
International Republican Institute for providing the funding to enable the
Convergence to come up with such a wonderful and thoughtful position that I
really feel must be recognised as a major and immensely helpful contribution
to the painstaking efforts to resolve the crisis which will, if implemented,
surely achieve its objective in the shortest possible time.
