16375: Laleau: coordinating NGOs?

Whatever happened to the Haitian agency that was set up by Aristide in the
early 1990s to coordinate the efforts of NGOs? I think Preval was heading
it
up. Seems a totally appropriate way to deal with development issues while
Haiti
is trying to become self-sustaining. It would, of course, presuppose
national
planning, which may be a luxury, since a protracted fight for power  is
going
on... That's the deceptive aspect of "helping Haiti" -- so many problems
appear
easily fixed, to outsiders, who then take on some aspect of development,
grassroots or larger, and are frustrated because the problems are
intractable
in the overarching socio-political context where the "teams" would rather
sabotage each others' efforts than cooperate in the benefit of the
majority. So
what happened to that coordinating agency?  --nancy laleau
