There are other issues that have been part of the public debate for some
while now on which there has been little legislative or institutional
action. How could that come about around sexuality, out of the clear
blue sky? "Des hommes et des dieux" notwithstanding, there has been very
little public debate around sexuality and sexual minorities.

Your question seems to totally disregard the fact that
same-gender/same-sex marriages are being discussed in Canada and the
U.S. after more than 30 years of activism on all fronts [social,
legislative, cultural] by different queer communities and organisations.
