It makes me think of a reforestation strategy that says "start where
there's a
chance of the trees taking root, not where the erosion is already nearly
terminal. Then spread out the reforestation to likely nearby areas." I
think
that's a pretty good strategy when resources are as extremely limited as
in
Haiti. It could be part of a 3-staged development strategy: immediate,
intermediate, and long-range. Right now Haiti can barely preserve itself,
but
not all resources should be allocated to the worst need, unfortunately, or
it
would be like eating all the seeds instead of planting some for future
harvests...  Stabilizing and  enhancing selected areas is an investment in
future growth to the rest of the country. Like ocean preserves where no
fish
