I responded to NCHR's recent report on "attachès" in
Haiti by asking the list, "Does anyone on
the list have any personal recall of seeing this
t-shirt or emblem in Haiti [black t-shirt with letters
BS] Has anyone ever seen a photo of such a thing?"

No one responded so may I assume that no list member
actually has? This Agence Haitïenne de Presse report
never made it to our list either. It is so difficult
to know what is the truth in Haiti and I hoped we
could work together and get to the bottom of this. I
am also curious if list members find Agence Haitïenne
de Presse to be a reliable source.

 Port-au-Prince,  August 21, 2003-(AHP)- Dany Fabien,
head of the cabinet of the Secretary of State for
Public Safety, rejected once again Thursday the
contents of the report published Tuesday by the
National Coalition of Haitian Rights (NCHR), which
asserted that a corps of attachés (unaccountable
police auxiliaries) is operating inside the police
stations.

According to Dany Fabien, this report emanates from a
foreign organization whose work is commissioned and
which enjoys no credibility in Haiti.

Its action aims solely at destabilizing the police
institution, he claimed.

Government officials have undertaken extensive
measures to correct what needs to be corrected at the
level of PNH (Haitian National Police) operations but
will not yield to blackmail by any sector which is
working for the benefit of a special interest.

For his part, Minister of the Interior and Territorial
Collectivities, Jocelerme Privert, also took issue
with the NCHR report.

He said he does not take the NCHR report seriously,
peppered as it is, he said, with lies.

Lying is always easy, but corroborating lies through
evidence, that's difficult, Mr. Privert complained. He
also asked other sectors of civil society to carry out
their own investigations to judge the truthfulness of
the report produced by NCHR.

Rudy Hérivaux. Deputy from Trou du Nord, also rejected
the contents of the report published by NCHR, which is
an organization, he said, that has no credibility in
the country.

According to the representative, NCHR is a non rights
organization which mocks the Haitian people.

And he denounced what he called the partisan nature of
various reports published by this organization which,
he said, has always been silent when it comes to
killings of numerous supporters of Fanmi Lavalas.

NCHR  is functioning very much like a veritable
opposition political party. He challenged the NGO to
substantiate its accusations. 

Ulirick St Cyr criticized NCHR for never focusing on
the acts of violence that took place in the Central
Plateau, thus practicing discrimination, he said, in
its denunciation of human rights violations.
