In Hinche, May 2000, armed Lavalas attachés stood at the polls, telling
people how to vote. Some people were offered money to vote "the right way."
Less than 6 months later, the younger brother of MPP's Chavannes
Jean-Baptiste was shot in a fracas between Lavalas and MPP (he recovered).
A mayor from down the line destroyed a truck with a Molotov cocktail.  These
