16869: Magloire: Navassa Island

It is amazing to me that the US claims "La Navase" as their territories.
However, every Hatian geography book/textbook includes "La Navase" island
as
part of the Haitian territory. Does anyone on the list know about this
supposed
"1857Guano Islands Act". If this act was truly passed, did it actually
give
ownership of the island to the US? or Did this act only give the US
exclusive
rights to Guano collection?
What is the Haitian Government's position on this issue?
