POLICE TARGET MAN

WANTED IN '91 COUP

Federal agents have arrested a Haitian woman in Miami, a move designed to
prevent her husband -- a former Haitian officer suspected of human rights
violations -- from obtaining a green card.

Marie Florestant was arrested Wednesday and held on charges of lying in her
application for permanent residence.

If convicted she would face deportation.

Barbara González, a spokeswoman in Miami for the Bureau of Immigration and
Customs Enforcement, confirmed the arrest.

A Bush Administration source said Florestant's conviction would prevent her
husband, former Haitian Col. Joseph Florestant, from remaining in the United
States because her application for residence also sought residency for
Florestant because they are married.

According to information gathered by federal investigators, Florestant was
involved in the 1991 coup that overthrew President Jean-Bertrand Aristide
and subsequent crackdowns.
