port facilities in DR (perhaps even the proposed mega-port at Pepillo
Salcedo/Manzanillo Bay) to those in Haiti. However Lyall's argument falls down because
another free zone is being built at Drouillard, on the northern outskirts of
the capital, close to Cite Soleil. It is due to be completed in mid-2004, will
house new garment assembly factories producing for North American clients, and
will doubtless use the nearby Port-au-Prince port....
