This is a very constructive criticism... If one imagined that the $12,000
import tax on the truck went anywhere but into someone's private pocket,
there
might be justification for it... but you can bet it didn't go to building
roads
or schools or hospitals or even to paying government employees' salaries.
This
system is as old as Duvalier or older... During Papa Doc's days, for
example,
if a charitable organization wanted to build a hospital for $2,000,000,
they
had to give Papa Doc $2,000,000 for his own use...  that didn't encourage
construction of anything socially beneficial. --nancy laleau
