Not exactly. According to Radio Kiskeya, informants stated that the "acts of
banditry were planned in Martisant with Lavalas Deputy Simson Liberis. It is
Deputy Liberis who is responsible for giving these people arms and money."

The attack on Radio Ti Moun was a "diversionary tactic" according to Liliane
Pierre-Paul of Radio Kiskeya.
