#1674L Estimate of Haiti's budget (fwd)

Recently the GOH's tax authorities announced
that the tax receipts for 1998-1999  amounted to
8 billion Gourdes, or 457 million US dollars on
the basis of an average exchange rate of 17.50
Gourdes per US dollar. This information was
reported by Agence Haïtienne de Presse.

If one adds to that the US$356 million received
by the Government in 1998 from abroad, the GOH's
budget was for that tax year approximately
US$813 million.

It must be noted that:

1) The GOH has made a great effort to increase its
    tax take and has been largely successful in this
    endeavor,

 2) Since the 96-97 exercise, the GOH has failed to give
     to the public any detail of its budget. We know that this
     information is routinely made available to international
     institutions such as the IMF and the World Bank.  How
     about making this information available to the Haitian
     tax payers in French and CREOLE as part of the GOH's
     New Year resolutions?
