He equating "Rebels/Fraph/former gangs/hangers on/ex-miliatire" as same as
9/11 Al Quaeda.

Now he challenging U.S. to see that opposition gangs are "Terroristes" and
that democratically elected Lavalas government need int'l help to prevent
another 9/11.

But he no explain how he define his own gangs. Perhaps deputized auxilary
constables?
