IMHO, the White House decision was never about sending troops to support him
but to time the sending of troops to ensure his safe departure while
minimizing public upheaval.  I believe the goal was to help Haiti emplace a
government responsive to the needs of her people.  President Alexandre has
the opportunity of forming such agovernment.
