19806: Nealy: RE: 19771: Brice: RE: 19725: Damages in Haiti (fwd)

From: David Nealy <dlnealy@msn.com>

To stay on a positive approach,

The "International Community" as regards Haiti today would do well to
consult some of the neutral, uncorrupted experts on Haiti on its recent
history to get a real understanding of where the various political,
bureaucratic, and private notables have been, not in terms of ideological
bents, but in terms of facts, actions, public pronouncements, etc. One such
person is Paul LaTortue, who served as chm of the Komite Jesyon for several
years (don't know how long he stayed away from the Univ. of Puerto Rico for
this thankless job) and was very involved in resource allocation and project
assessment for the international money that was funnelling into Haiti after
1994.

I wonder what he would say about that early period of the Lavalas regime,
and the relations among Aristide, Preval, ministers ,contractors, etc...)
I'd love to hear, but more importantly, the decision makers, both Haitian
and "International" need to hear from people like this before making
momentous decisions that face the country soon.

Who are some others who ought to be speaking up now?

David
