The "hidden" reason (superpowers' conspiracy) for the strong support of
Aristide's exile by the three industrialized nations, namely France, the
U.S., and Canada could very well be to excite the anger or the patriotism of
well-educated Haitians and of ill-educated ones for that matter to cause
them to abandon their current jobs or occupations and force them into
thinking of going back to rebuild Haiti while those jobs will get backfill
by the natives to narrow the gap of the high unemployment rate in these
countries.

Just a thought that came to my mind...
