I see that the backwash of Haiti troubles has created one new job --
Chief of Party for an as-yet-to-be-defined contract for work in the
country's economic and governance sectors (see text below).  it is

Chief of Party, Haiti

Date: March 18, 2004

Development Alternatives, Inc. (DAI), an international consulting firm
specializing in rural and agricultural development, credit and banking,
private sector development, and institutional development, is currently
recruiting qualified Chief of Party candidates to manage upcoming
USAID-funded projects focused on the reconstruction and development of
Haiti's economic and governance sectors.

Qualifications:

Minimum of 15 years of development experience, including at least five
years in post-conflict environments; work experience in Haiti is
preferred; Prior Chief of Party experience on USAID or other donor-funded
development projects, and proven ability to initiate rapid program
start-up; Thorough understanding of USAID protocol and procedures,
including experience hiring, supervising, and training local staff;
setting up systems and offices; budgeting, managing financial resources,
designing and managing grants, and procuring and tracking non-expendable
property; and Fluency in French is required.

Level of responsibility and salary commensurate with background and
