21411: Walton: RE: 21377: Esser: Haiti after Aristide: The danger of a revived army (fwd)

RE: "Haiti's army has not defended the country from a foreign threat in more
than two centuries. Its only role has been to maintain domestic order."

Done wisely, the "new" army should be primarily trained and equipped to
execute missions of civil engineering, medical support and disaster relief.
If this is done, the Haitian Army and its leadership will the gain public's
respect and acceptance. It should be an honor to serve in such an
institution.
