I think both Duvalier and Aristide should be "bought back" along with
Cedras.  Advertise the date and time of their return, then deposit them all
at the the PAP airport as promised.

The difference between this bunch and La Tortue is that Latortue has not
ordered anyone killed or butchered, a fact lost on the supporters of the
aforementioned three.  Like it or not, La Tortue is the best shot Haiti has
at reconciliation and recovery -- and he didn't ask for job or kill anyone
to get it.
