No doubt that the Haitian population would feel more comfortable with
French-speaking police / soldiers. Most Haitians, though speak only Creole,
would feel closer to the French than the Anglo culture and they can use
their broken French or the little French they know trying to have a
conversion. The American  soldiers not only get a training to behave wild
but also, these young folks (who mostly join the army after high school) are
not culture sensitive since Americans (mosly) since appreciation for other
cultures is not really taught in American school. The German saying says:
“Andere Lande, ander Zitten” (Other country, other culture [customs]”.
