Another Florida Pirate Fined $17,000

The FCC handed the penalty to Ft. Myers, FL resident Alexandre Pierre
Abelard after he was linked to an unlicensed radio station operating from a
leased facility in his name. Abelard told FCC inspectors that he runs the
"Haitian Radio Network" and operates the www.radioindependance.com website,
but claimed that the transmitter belonged to someone else, whom he only
identified as "Jean Louis" and for whom he had no contact information.
While Abelard said he wasn't liable for the fine since he had provided the
name of the station's owner, the FCC noted that the information Abelard
provided was insufficient and that he was indeed liable for the fine since
he had the ability to shut off power to the transmitter. Abelard acquiesed
at the request of the FCC inspectors.
