Desallines contributed much and is correctly remembered as a father of Haiti
but his excesses led to his downfall.  That said, I maintain that Papa Doc
was "democratically elected," at least for his initial term and turned
corrupt - very, very corrupt.

IMHO Titid was ineffective in meeting the needs of his nation-- outside of
PauP.  On the whole, I believe his government was corrupt but the jury is
still out regarding the depth of his personal corruptness.

I do not know of any 20th or 21st century Haitian government immune from the
charges of corruption and conducting political assasinations to consolidate
their power.
