Job Description

REPORTS TO:
Country Director, FINCA Haiti

BASIC FUNCTIONS
The Ounaminthe Branch Manager (OMB) is responsible for the establishment and oversight of financial services of FINCA Haiti’s project in the Ounaminthe region of Haiti under the direct supervision of the Country Director (CD).  The OMB oversees the delivery and maintenance of financial services according to the strategic and regional plans, adjusting the village banking methodology as necessary with the approval of the CD.  S/He is also responsible for the selection and training of key financial service personnel for the region and maintaining the day to day operation of FINCA’s operation within the framework of policies, systems and methodologies established or approved by FINCA International (FI).  S/he is also tasked with mapping the strategic path of the organization in the Northern Region of Haiti and creating the necessary plans and relationships to ensure success.

MAJOR ACTIVITIES

Financial Services 40%

•Assume primary responsibility for implement a village banking loan product that is scalable in the Norther region of Haiti, focusing on the Ounaminthe area.

•Monitor and evaluate the delivery and maintenance of financial services for FINCA HAITI to ensure progress toward the goals and objectives of the strategic and operational plans and donor agreements.

•Establish and organize an office in Ounaminthe and ensure the creation of the appropriate credit culture among staff and clients: oversee savings and repayment practices and monitor portfolio benchmarks of the region.

•Under the supervision of the Country Director, facilitate the sharing of best practices, systems, policies, procedures and documentation between the Northern Region and the rest of FINCA Haiti’s operation.  Identify needed additions, develop, test and implement new protocols.

•Conduct periodic staff meetings to inform financial services personnel of progress toward strategic objectives, changes in policies or procedures, or other critical information.  Build a sense of teamwork among the staff program-wide.



Staffing and Human Resources Administration 20%

•Oversee staffing to ensure efficiency and productivity program-wide.  Evaluate hiring and training practices to ensure the development of quality FINCA Haiti personnel.

•Inform the CD of any transgressions or shortcomings in policy.  Foster the development of a working environment of high ethical standards and morale that promotes mutual respect, understanding, trust and cooperation among all staff members.

•Provide the CD with input for the performance reviews/plans of the key financial services staff.

•Oversee the day-to-day performance of FINCA Haiti’s personnel and provide them with the technical, administrative and physical facilities support that they require to increase and maintain high productivity


Planning 10%

•As a member of the executive management team, monitor the operating plan and assure compliance with donor targets.

•Offer a clear vision for the future of FINCA Haiti in the North; communicate effectively to staff to ensure commitment and performance toward the vision


Monitoring 10%

•Conduct periodic meetings with department staff to review progress of approved plans, discuss work plans for future periods, resolve issues arising from day-to-day operations and ensure coordination and timely corrective actions for any problems.


Financial Administration 5%

•Assist the CD in the management of cashflow, capital disbursement, and purchasing.

•Establish and monitor the financial policies of the organization.

•Direct and monitor the management of cash and other assets to ensure integrity and efficiency in the use of financial resources.


Institutional Development 10%

•Develop the capacity and capability of staff to assume key management roles.

•Foster the development of teamwork among the staff and encourage creativity and leadership of all personnel.

•Identify department training needs and make arrangements for delivery of training.


Image and Donor Relations 7%

•Promote the development of useful linkages among Village Banks to share experiences and lessons learned, as well as to exchange information about their future plans.

•Develop professional and business relationships with potential donors maintaining coordination with FI on any important matters.

•Maintain good relationships with current donors complying with the conditions established in the funding agreements and submitting the reports required on a timely manner.



Ounaminthe Branch Manager Personal Qualifications:

•Ability to manage microfinance operations in a challenging environment.

•Outstanding interpersonal, communication and training skills.

•At least 2 years of leadership, management, and project management experience.

•At least 2 years of work experience in finance or accounting. Working experience in
Microfinance, Commercial Bank, or Financial Intermediary a plus.

•Fluency in Haitian Creole and English or Spanish required.  French is Desirable.

•Computer literacy in at least MS Word and Excel. Knowledge of an accounting software package is a plus.

•Willing to spend one month in Les Cayes for training and at least six months in Ounaminthe.

•Strong business management and negotiating.
