If you have access to a fax machine, please fax the letter to avoid security delays.  Congress will be addressing the issue of the HERO Act again next week.

Re:  The Haitian Economic Recovery Opportunity Act (HERO)

Dear Congressman Rangel:

This note is a follow-up to my letter to you dated October 29, 2004.  On behalf of all Haitians and Haitian-Americans, we are renewing the call for the House to pass the Haitian Economic Recovery Opportunity Act (HERO) as approved unanimously by the United States Senate.
This measure would create at least 100,000 jobs in this poverty stricken country with an unemployment rate of 80% and a per capita income of $400.  This measure would also help to unlock a viscous grip on the Haitian people and their capacity to pull themselves out of their dire circumstances.
As a reminder, Haiti contributed enormously to the economic and geographical expansion of the United States.  After the Haitian slaves defeated the army of Napoleon, France was forced to sell all of its territory west of the Mississippi (the Louisiana Purchase) to the United States in 1803.  Haiti is a great friend of the U.S., and we are asking for your help.
Recently, I spoke with Prime Minister Latortue, and he is ready and willing to come to Washington D.C. to testify in favor of the bill.  Please give him that opportunity.
