I  would think the best people to answer that question are the  organizations
in Haiti that deal with this sort of thing. They have the  experience of it
and know who the sharks are. Seems the one asking 7000k per  child is one if
that's in US money of course. In Haitian money that would be  quite reasonable
if they handle everything.But you still need to make sure they  are reliable.
Again get referrral from the local agencies.
