I agree that if Neptune is refusing to present himself in court, he should
be forced to present himself in court.  That would most likely get some
human rights and OAS groups to blow a couple of fuses.  As far a medical
doctors are concerned, the Haitian doctors who examined Neptune are most
likely better qualified than any "blan" to diagnose an individual dying of
hunger.  The OAS has not solved anything in Haiti in their many many trips
in many many years.  I am starting to wonder if they are a bunch of people
infatuated with diplomacy but not interested in solving problems. Why should
their medical examiner be trusted over the Haitian doctors?  (my so-called
"vague" source was a well qualified medical doctor with no reason to
fabricate the story).  I am bothered by the way the justice system works in
Haiti.  Aristide was obsessed with Raboteau while ignoring crimes under his
watch.   Each government seems most concerned over the previous government's
crimes.   All in all,  I  favor a South Africa style justice and
reconciliation process as most are guilty of something.  This could free
precious resources and energy for the real need of  reforestation,  food
security, schooling children, health care,  building infrastructure etc.....
The benefits of these cannot be overturned by any supreme court under future
governments.  I lived under Aristide and saw countless rapes and murder of
regular poor people ignored by the police and the justice system when the
evidence against the perpetrators (usually by thugs who associated
themselves with those in power) was overwhelming.   I doubt there would be
different judges in Haiti just a few years later. On any given week day
those guy are still at home in their underwear at 10 in the morning.  Back a
couple of years, you had to pay them 750 gourdes for the privilege to watch
them put their clothes on and to drive them to make a "Constat" of the crime
scene. The actual way it should work was to reimburse them for the
transportation cost after they showed up at the crime scene (other wise
known as "deplacement".   Most of these people are protecting their monthly
paychecks (over and under the table) regardless of who is in power.  They
are looking out for number one.  Quite and interesting justice system.


By the way you forgot to address why Neptune refused to get into an
ambulance to take him to the Dominican Republic?  It takes 6 to 8 weeks for
a healthy person to die of hunger.   I will be watching and officially do a
mea culpa and express admiration for him on the list if he actually dies for
his cause.
