25363: Morse (reply) Proactive in Haiti (fwd)

For the U.N. to be more proactive is one thing. To bring in more guns is another. With the U.N. on the case, Haiti has more than enough firepower at their disposal. You can't start arming people whose loyalties are in question. At the same time if the Brazilians feel that certain economic and social factors could help ease the present situation then they should be given a chance to ease those conditions. Present day Haiti is a situation that has many fronts and if you focus too much on one front or the other you'll be blindsided by the fronts you're not focusing on. It has to be a multi-front effort, co-ordinated with a common goal; to make the transition to a constitutional government with social and economic conditions that permit stability in Haiti and in the region.
