I've been told by friends in the orphanage biz that the haitian government ( 
for 5 years past) considered orphans remaining in haiti as a resource. A 
rescource for jobs in orphanages. Orphans sent to the blan no longer need local 
employees to care for them.
It does have  a certain logic, altho 'care' isn't the term properly applied to 
most orphanages in Haiti.
