The behavior of the Danish consul shows that it's not only the Haitian diaspora who follows the rules outside of Haiti but breaks them on Haitian ground. Human nature has it that most people will only follow rules when they know consequences await them if they don't. That guy will not suffer greatly from losing some honorary title. Hopefully this "indiscretion" hits him hard in the pocketbook. For far too many years, I have seen dirty old white man cavorting with very young girls publicly in Haiti. This behavior was even more common in the early 80's with French Canadians among the worse offenders. German gay men also came after young boys before the AIDS era.

Some rules are almost impossible not to break in Haiti as anyone who has tried to obtain a driver's licence or an ID card knows. When using an agency to obtain those papers, one very well knows that the agency pays an insider for prompt service at the government office. You can try to be ethical and waste your time or you can go with the flow. Sexually assaulting a youngster who has most likely grown up in his household is reprehensible and cannot be blamed on any kind of "Haitian system" that made this sick man abuse the girl. I would hope that the Danish government would recognize that the Haitian legislature is non-functional and takes this guy to court in some sort of international tribunal. Child slavery would be a good charge. That poor girl has most likely understood that her mother would be put on the streets if she did not cooperate with the pervert. She may even be thinking that he will help her by providing some mysterious "visa" out of the hellhole she lives in (child prostitution charge?). Of course I know this scenario is repeated over and over in thousands of Haitian homes where "Restaveks" are used. When Haitian children can obtain justice, Haiti will have its priorities straight and everything else will fall in line.
