An interesting observation from the map showing the Haiti election results,
is that even though there are officially eleven departments of Haiti, only ten
 are shown with results or space for them. Sorely missing is the so called
Department of "Outre Mer" more appropriately known as the Diaspora. It has been

 said that this Department pours millions of dolloars into the coffers of
Haiti's  economy, a sort of voluntary tax but this department has little to
show

for its  contribution to the life of the country. It is refused all
participation into  the affairs of the country. Besides this one way
relationship being
based on  purely hypocritical and egotistical grounds by those running the
affairs of the  country or aspiring to, it is depriving Haiti of an even
greater

contribution,  that of proven experience and knowledge and wider vision which
the country  sorely needs in order to pull itself from the gutter it has been
led in by those  who have been running it for years. To compound this
hypocrisy, there are  countless haitians in Haiti who hold dual citizenship and
are
influencing the  affairs of the country because they live there and have the
money and the  connection to do so, even though the same back pocket
constitution
prescribes  otherwiise. The new regime, will be best advised to take notice
of the fact that  oppressing a department of the country or segment of the
population can lead to rebellion with dire consequences as has been shown  in
recent past. Another priority of the new regime, the legislature included is
the
revision of the 1987 constitution, not just to settle the issue of dual
citizenship but also the issue of the army and many others which were included
in
it in the post duvalier and post tonton macoute and xenophobic  paranoia.
