Good analysis with one minor correction.  You said : "is the looming possibility of another Aristide candidacy after Preval, repeating the vicious cycle"

The constitution does not allow anyone to be president more than twice.  Read Article 134-3 which states as follows: " The President of the Republic may not be re-elected.  He may serve an additional term only after an interval of five (5) years.  He may in no way run for a third term."
