From: "Goldberg, David" <goldberg@cdnet.cod.edu> Looking at the CEP description of the vote (I have not seen a ballot) it does not appear that a distinction is made between blank and spoiled ballots. If both are excluded it lowers the threshold necessary to achieve a first round victory.
