conditions associated with funding of anything?

what guarantees will Haiti have to give for such funds, assuming they will come

i remember, quite well, the run-up to Aristide's election and all that went on 
on this emai list.  i also recall what happened with the funds did not 
materialize..........Aristide could not be a "savior" since he had no 
money...........

how will things be different now?
