From Victoria Edouard (suggestion) re: blank/invalid ballots

A simple solution could be just showing people how to properly mark a sample
ballot. Since they must register to vote in person this could be done as a
required step when they register. If it's done for everyone registering to
vote, no one is singled out or required to ask for help. For all of the time
and expense already spent preparing for the elections I can't imagine that this
extra step would require that much more effort and it could minimize the number
of invalid ballots in the future.

  Just a thought...
