There are, unfortunately, many ways to address the "beggar" problem. On my
first visit to Haiti in 1954 (Magloire was president), the army/police would
pick up all the beggars it could find on the streets of Port au Prince ahead
of the docking of the next cruise ship and put them on sailboats for a one
way passage to La Gonave (sparsely populated at the time).
The tourists could go home and tell the world, that whilst poor, Haiti had
no beggars.
