You offer a sensible and workable plan. Going to a small community on an experimental basis without the government or the "international community's" involvement makes it more likely to occur. The work that we are doing in Haiti (working with the law school in Jeremie) is completely without U.S. govt or international aid support. I believe that had we gotten US or other money that we would have been severely compromised and nothing would have gotten done. So start small with a little bit of money and then after you have success go to some foundations or other places. This will keep you clean and you won't have to take a long shower after you are done.
